It's pretty much the same, people were, for the most part, already using winter tires.

However, car spinning at green light/stop signs not able to launch are far less frequent.

I live in Montreal, so we're on dry roads 80% of the time, and traffic is terrible even in July so It's difficult to judge. It's been a few years now and I don't remember noticing any change after it became mandatory. I guess you should ask insurances company, pretty they are the ones that lobbied for that. Probably less fender benders during weekend.

Quebeckers are usually wreckless/bad drivers ;) My brother now live in Nova Scotia and every time he came visit us he found that we are driving fast, are not courteous, moderate blinkers usage, etc.

The stolen winter tires rates have diminish since the first year it was mandatory (I've been a victim). The vast majority have winter tires now (since the LT are not accepted anymore since this year).

But, it's the same false security that have some big SUV/AWD/4x4 owners, some just think that since they have winter tire they can drive faster than anyone else on the road. You should see how much people in the ditch I've seen in the last 2 days...

I don't think it ever made any difference to my driving. However I grew up always having snow tires so I wouldn't know the difference. I do notice a difference in MA where most people do not have snow tires, but I also think there is a lot less of a clue about how to drive in snow.

Yep. Each first few snow storms (prior to dec. 15, which is the date of the mandatory winter tires) I'm amazed how people forgot how to drive in these conditions, even if they have done for years!

You should come visit us and see by yourself! And you won't even need winter tires!

People tend to forget that Canada is a bilingual country and that any federal agency need to be in both French and English, not sure for private company that doesn't do business in bilingual provinces ( New Brunswick and Manitoba) and French must be predominant in Quebec as French is the only official language in Quebec.

I don't think winter tires made any difference in the way people drive, but they certainly will have helped a few drivers avoid accidents (or avoid the bigger accidents they could have had without good snow/ice tires).

For a city with highly variable weather and a 100% chance of huge, sudden snowfalls in winter, what amazes me is how few people carry a shovel in their cars. You see people high-centered, or even just stuck on a little ice behind a small ridge of snow, burning their winter tires to shit trying to get free. I've helped people my street get unstuck with literally less than 30 seconds of shoveling.

People here drive as fast as they can in any given set of conditions, which is about the same as everyone else in every other city in the world. When we need to slow down, we do.

It's just that here in Quebec they will also:

tailgate you,

swing left wildly, into the lane you're occupying, to make that tricky right-hand turn (You know how Grandpa used to do it in a car 8' wide and 25' long? Like that, but in a Nissan Micra.)

refuse to use their turn indicators,

drive across the middle line into oncoming traffic to avoid a bus, without having first checked to see if the oncoming traffic had yielded (it hadn't),

not stop at marked crosswalks, whether they have flashing pedestrian lights or not - or better! - swerve around and pass on the shoulder/sidewalk those who are stopped for pedestrians in an effort to win the rat race,

block busy intersections during rush hour (because "me first!"), and

run red lights.

It's a regular fucking gong show.

I'm sure winter tires help to get traffic moving more quickly when the light turns green, for example, especially compared to vehicles with inappropriate tires for the same conditions. Whether it makes a statistically significant difference, however, is hard to say. Sometimes the ice is so bad that the advantages of an ice tire (without studs) over an all-season tire becomes basically academic.
